Windows 11 I cannot open my phone's file for the second time when I opened it previously on my laptop which is connected through USB to my phone

I connected my phone to my laptop through USB and opened a file in my laptop , it opened for the first time but when I opened it for the second time it didn't open . I plugged out the USB cable and plugged it in again but it happened again and this is happening with other files too . What should I do ?
