Windows 10 I cannot uninstall/install certain Microsoft Visual C++ Packages

I have been trying to solve this for two days now, and I cannot do it. I have tried every tutorial on this exact type of error, and I have even tried an upgrade in place, and nothing has worked. I have used the troubleshooter uninstall tool, and it cannot uninstall certain Visual C++ packages because I think an msi file is missing, which blocks it from uninstalling or being able to update to a newer version. You can see in these screenshots that it's trying to find a C++ minimum x86 runtime, but this directory 00AC... doesn't exist. I have searched for it using the Everything search utility. S
