Windows 10 I can't access my photos after resetting my laptop

My HP laptop was having Windows permission issues so I reset it (i.e. I reinstalled Windows) using Recovery in Settings and chose to keep my files.After resetting, I found out that I can't access/view any photos on my laptop. When I click any photo to view it, it displays:Windows cannot access the specified device, path or file. You may not have the appropriate permissions to access the item I have tried checking the permissions but I really can't tell what the problem is.Help is much appreciated.
