Windows 10 I can’t find an admin account to go into repair settings.

Like the question states, I can’t see any admin accounts to start repair, and I even tried to boot a usb to make an account to login to, but it doesn’t show up on the list. Please help.(Note: I do have a restore point and have been trying to get to it.)
