Windows 10 I can't find Hardware-accelerated GPU scheduling on Windows 10! Please help.

I don't like that my system uses about 10 percent of my GPU at all times. I see online that there's an option to turn it off but I can't find it in my Graphics settings. I only see Variable Refresh Rate in my settings. I have a 7900xtx and an i7-13700k.
