Windows 11 I can't install 2024-10 Cumulative Update Preview for Windows 11 Version 23H2 for x64-based Systems (KB5044380)

I have been trying to install this update for weeks. Nothing works and It doesn't want to install. I have restarted my PC, cleared the update cache, tried the trouble-shooter, restarted the windows update services and turned off receive updates for other MS products.This is a fairly new PC and has BSOD sometimes and I wish to update windows to see if that helps with the issue.
