Windows 11 I cant install Game Pass games at all using the Xbox App or the Microsoft Store

Hello, this problem started occurring about a year ago. When it first started, I kept trying to install Game Pass games to my E: drive instead of my system C: drive. But, it wouldn't let me. So, I reached out to a agent at Microsoft and they said there is no way around it and you can only install games on your system drive. About 6 months later I tried again this time getting an error message: "Device policy requires apps to be installed to the system drive, but that's not the default. Go to Storage > Change where new content is saved, select your system drive, and retry the install. Code:
