Windows 10 I cant open almost any exe file.

Dear Microsoft. Almost everytime i try to download an exe file from my browser it says "Windows cannot access the specified device, path, or file. You may not have the appropriate permissions to access the item" and then when i press ok nothing happens. Please microsoft help me.
