Windows 10 I can't scroll Feedback Hub Announcements. Mouse pointer is not recognized.

I can't scroll Feedback Hub Announcements. Mouse pointer is not recognized. I spin my wheel mouse while the pointer is positioned inside the frame that contains the text of the Feedback Hub announcements, but nothing happens. If I use my tab key to navigate into the frame and then use the up/down arrow keys, the scrolling works.
