Windows 11 i can't unhide a system file

I can check or uncheck "Read-Only," but the "Hidden" attribute has a checkbox that is already checked but grayed out.and I cannot uncheck it.I can see the file that I want to unhide by not checking "hide protected operating system files."but i don't have a need for that folder option so i usually have it checkedthe file and the files path is "C:\$Recycle.Bin\S-1-5-21-1108015613-3707909792-1854786309-1001"and when I try unhiding it with cmd (ran as admin), via cd "C:\$Recycle.Bin\S-1-5-21-1108015613-3707909792-1854786309-1001" then: attrib -h /s /d it says "Not resetting system file - C:\$Recyc
