Windows 10 I can't unlock my data that I have encrypted in Windows 10 after installing a newer version of Windows from scratch.

HiI have encrypted my files with encryption to secure data and then changed my windows and my cpu also, now i can't unlock the files, is there any methods that can get my files back.Note: I have already tried unchecking the secure data with administrator account but keep getting same error"An error occurred applying attributes to the file"
