Windows 10 I can't use two-finger scrolling when multiple users login until the pc is restarted

Hi, as mentioned in Subject the two-finger scrolling feature doesn't work on my Windows 10 PC when more than one user login on my computer, and it starts working when I restart my PC.I already tried using a different mouse pointer and updating some related drivers, but it wasn't helpful.Any suggestions would be appreciated.
