Windows 11 I disabled automatic Windows updates to run Migration Assistant but it still doesn't work

I'm transferring data from my PC with Windows 11 to my new MacBook Air. I am using Migration Assistant. It said to disable automatic Windows updates. There was only Pause, which I did. A screen said I have to disable. Google says Windows 11 doesn't have a way to disable, so I ran the transfer anyway. The Mac said I was transferring and then that it was complete, but nothing is in there. I called Apple. They said I HAVE to disable automatic updates. I googled, found a video and followed it, where I disabled and stopped all auto updates in services. It SAYS it's disabled. (I have not
