Windows 10 I experience massive throttling from my HDD it is almost always is sitting at 100% usage, How can i transfer my System from C: to D:

I built my pc with 2 drives plugging both my M2 and HDD in at initial setup not thinking about BIOS forcing me to choose a drive and the labeling didn't show SSD or HDD so I shot in the dark and chose wrong. I experience quick initial turning on from shut off but once logged in is tremendously slow I have already turned off everything to auto start at the beginning and watch my task manager right when I log in. I believe it is from the amount of Service / Service Hosts auto running in the background that is slowing it down. Also for reference my PC is now around 2 years old. Issue has always
