Windows 10 I get a error 2 when i try to add an item to my start menu

I have a portable app (Uninstall Tool) that I previously without problem used to put on my start menu by adding it to %AppData%\Microsoft\Windows\Start Menu\Programs but I just recently did a reset of my PC and now I'm getting this error, I tried to look online but I couldn't find anything, any possible solution?
