Windows 7 I get the error, The procedure entry point CreateAppContainrtProfile could not be located in the dynamic link library USERENV.dll What should I do?

I wanted to run pycharm on my windows7 64 Bit. The installation went pretty well but as I opened the app I got the message:The procedure entry point CreateAppContainrtProfile could not be located in the dynamic link library USERENV.dll I tried reinstalling the app, scaning for viruses and so. what should I do next? Is my windows to old for such app? is my only option installing a new windows?
