Windows 10 I have 16 ram installed on my PC, but 9.5 hardware reserved and only 6.5 is available for use

I have 16 ram installed on my PC, but 9.5 hardware reserved and only 6.5 is available for use. what is the reason? i want more remove the hard reservation
