Windows 11 I have (2) Surface Book 3 laptops, why do they both freeze with 100% CPU after upgrading to Windows 11 Pro??

System was fast until Windows 10 to 11 upgrade Intel(R) Core (TM) i7-1065G7 CPU @ 1.30GHz 1.50 GHz 8 Cores, 32GB RAM. Usually, its stuck-on System Interrupts for 1-2 min before the desktop completely renders after login. I have tried everything but re-image...Current build: 22H2 22621.1194
