Windows 7 I have a tab open that isn’t full screen. I can see the red, yellow, green buttons, but I’m unable to scroll to them. I cannot scroll off of this tab

Mac question. I have a tab open in partial screen. I can’t scroll to select the red yellow or green button. I can’t scroll off of this tab at all. The cursor is stuck within it. Just happened randomly
