Windows 10 Ï have a useful folder "Disable Win Updates"

Recently I have found all my efforts to prohibit Windows 10 Updates are being circumvented In particular I find my folder "Disable Win Updates" completely deleted of contents.HOW CAN I PERMANENTLY STOP WINDOWS 10 UPDATES FOREVER?I have my own very good reasons for this and I don't want this to become a discussion as to why. YES I do have malware cover etc. etc.TIA any constructive help.
