Windows 11 I have enabled an app to go through a firewall, however, the ports used are not open.

I have enabled an app go thru a firewall. BUT when I verify the ports that need to be open for that app (which are 46100-46100 (UDP) and 46100 (TPC)) they are not open when I use port checkers. How can I "manually", and permanently, open a port in Windows 11?
