Windows 10 I have followed all instructions for changing windows display language from Spanish to English but it still does not change.

I am getting increasingly flustered with the performance of Windows products with every passing year. It's to a point where it's a struggle just to change basic configurations. I have viewed all of the documentation provided by Windows online support and none of the methods work. I downloaded the necessary language packs and can change every type of display except Windows display Language (Idioma) from Spanish to English. I have attached a screenshot and it clearly shows I do not have the option to change to English in the circled drop-down even with the language pack (Ingles Estados Unidos)
