Windows 11 i have no e mail because of new outlook stopping and blocking all functions of e mail

for the past 4 days my e mail does nothing. the reason is that a new outlook is loading which it is not. it just sits there doing nothing. i cant erase it or get around it in any way. i dont receive important doctors appointments or other e mails.
