Windows 10 I just logged onto a refurb and made the local account mine and it's taking forever to restart?

I have had pretty good success from Amazon refurbs. I just got a Dell Win 10 Pro 4 core i5 with a SSD drive. I did the initial Windows thing with my initial preferences and thought to restart and do more to make it mine. But it's take forever to restart. The light for the drive is barely blinking, if it does. I have a dongle plugged in for the keyboard and mouse. And I have an external 1T drive plugged in. I don't know if to wait or stop it or just what to do. Can anyone give advice? Thanks in advance. Version 21H1jep
