Windows 11 i need to get into my virus and threat protection but its locked

i tried to download something but i clicked the wrong link and downloaded something else. Now ive removed the thing i downloaded but it still has effects on my device. im trying to get into the virus and threat protection setting to try fix it but it is blocked saying your IT administrator has blocked certain areas. Please help me because many things on my device are not working
