Windows 10 I reset my laptop due to apps not opening and my computer keeps restarting and I am unable to access the recovery mode, please help

I reset my laptop due to apps not opening. My computer now keeps restarting and opens up the box of text. I am unable to access the recovery mode even though I have tried multiple times and I have been unable to get anywhere in terms of an answer from Microsoft. Please help.
