Windows 10 I show to be the administrator on my C drive but I cannot change anything that requires the administrator function

When I try to change the "controlled folder access" so that my games can save the "no noise" option. (I have no idea why my setting will no longer save over a reboot). When I try to access that feature, Windows 10 says "page not available" ............... Contact your IT help desk". I am the administrator and it says my original email address is administrator on the C drive.. I am thinking that I had trouble with my Microsoft account logon a while back and it now has a different email/logon. Is that the problem with my computer no longer recognizing me as administrator when I want to change ce
