Windows 11 I suddenly cant’t open any apps including the command prompt so I can’t scan my pc for malware.

I suddenly cant’t open any apps including the command prompt so I can’t scan my pc for malware. Nothing opens, not my virus protection or anything. I tried shift f10 at boot and that also did nothing. I’m on windows 11.
