Windows 11 I want my pics back under my control.

I want control of my pics. One drive is holding them hostage. Can't use them when I need them. Almost over limit. That means it's not over limit. I have blanks where pics should be. I can't send a copy because I need to open and syc again or something. I want a way to put ALL my pics back on MY computer and If I want to use One drive I will and not be forced into using it and paying for it. There is more but I think you get what I'm talking about. I didn't sign up for this. I want control and didn't give it to you. If I think something is worth the cost, I pay but it's my decision.
