Windows 10 I was charged for around 3$ for an attempt to buy an item

It's my first practice to buy something from Microsoft store.


I bought new headphones and wanted to get the best of their sound in my Licensed Microsoft Windows 10. A bit later I found out important add-on "Dolby Atmos for Headphones" that activates special spatial sound format.


I decided to buy it and went to the Microsoft Store. I typed my Bank Card number on the shop page. Then a transaction has been executed. But it didn't end up successfully. A critical Error occurred. By the way, I had just enough money on my bank account for that purchase. I tried to do it the second time and got the same error. I opened the page of my bank account and found out that I was charged for:


* 2 x 2,14$ (2 operations) named "Microsoft" from MSBILL.INFO

* 0,47$ named "MICROSOFT *" from MSBILL.INFO


In my Microsoft Account Order History page, there is nothing about any charges!


I tried to find a way how to issue it, but I haven't found anything useful. There is only one page (https://support.microsoft.com/en-us/help/10623) where is stated:


"If you see unexpected charges from MSbill.info or bill.ms.net in the monthly statement from your payment provider, compare them to your Microsoft account order history."


But it's nothing said about what to do if compared items don't match!


I can't get the help of Contact Microsoft Store Support because my country is not specified in the list: https://support.microsoft.com/en-us/help/28808


And on the page https://support.microsoft.com/en-us/help/4051701/global-customer-service-phone-numbers there is one, but I can't make a phone call because I'm in a roaming area now.


Why Microsoft doesn't provide email contacts or some online help or something else other than just keeping themselves a long distance from communication with customers?
