Windows 10 IIS and IISExpress NullReference exception with VS 2019 16.11.9 upgrade

After upgrading VS 2019 to 16.11.9, IIS (w3wp.exe) began throwing unhandled exceptions. Is there any configuration to get around this until MS releases a patch?
