Windows 10 I'm confused about the Welcome Screen pictures. What is the purpose of the 'like' and 'dislike' options?

If I 'like a picture, it seems like I see it one more time before it disappears forever. If I don't 'like' or 'dislike' a picture it keeps showing up over and over and over. That is just the opposite of what I expected.
