Windows 10 I'm having issues after the latest windows update kb4598479 - screen print no longer working - images not storing in screenshots

After the latest windows updated of 1/12, there were 3 updates all together, I am no longer able to use the Screen Print feature and have the image captured in the ScreenShot folder.

I tried to unistall the updates, but I am NOT allowed to uninstall KB4598479

I've tried all sorts of troubleshooting including doing a system restore but that is not working either.

How do I troubleshoot this issue.

The keyboard drivers seem to be up to date as that was another suggestion for troubleshooting
