Windows 10 I'm on a metered internet connection, with corresponding Windows settings, but updates are being downloaded and installed anyway. How can I stop it?

I have a PC running Windows 10, with "metered connection" selected in the internet settings, and I have "download updates over a metered connection" turned off. But updates are getting downloaded and installed anyway.It has worked as designed for several years until the past month, but now it downloads and installs all updates on its own without notification -- including quality updates.
