Windows 11 I'm trying to run a 16-bit program (PLUVUEII) on a 64-bit computer and can't seem to get it to work, even with trying winevdm

The program is PLUVUEII and you can download it here: Air Quality Dispersion Modeling - Alternative Models | US EPAI tried wineVDM from here: Releases · otya128/winevdm (github.com) based on some youtube videos I watched. However, PLUVUEII requires the command prompt to run and has multiple executables. I tried running it and got a SEGV error, whatever that is. Any suggestions?
