Windows 11 I'm unable to delete certain folders as I need to "provide administrator permission" to do so even though I have given that through properties etc.

I have tried countless solutions to move multiple files and after it wouldn't work I resorted to deleteing those files however it wouldn't allow me to do that due to certain permissions. Keep in mind I had moved these files multiple times in the past and all of a sudden they refuse to work. I believe it has something to do with this unknown administrator that randomly appeared as of this last week. It's become a problem since I can't load up my application correctly as well as it's taking up an obsurd amount of storage which I can't delete. Nobody I have asked nor any solution I have tried has
