Windows 11 I'm very confused about PC's administrator's USER name vs. Microsoft 360/outlook account name?

I've used hotmail for my email for a long time. Windows 10 did not ask me to log in to my microsoft account until windows 10 being out for a while. When windows 10 was updated, I could choose to sync with outlook or not. My PC's administrator's USER name stayed the same.On the contrary, I have a new PC with windows11. At first I created a USER name already. However, I was asked to provide my microsoft account name and email address to log in, which i did.
