Windows 11 Image keeps stretching when I try to make a .cur file

hello, ive been trying my hand at making a few custom cursors of my own. the issue is- when converting my 48 width x 96 height pixel png image into a .cur file and setting the mouse cursor to that image, the image always stretches horizontally. I've tried to resize the image to 36 x 36 pixels, ive tried to make the original image smaller while keeping the width to height ratio (25 width x 50 height pixels, for example). Nothing seems to be working and I always end up with the same stretched out image. Would appreciate some help.
