Windows 11 inconsistent fps and low gpu usage after factory resetting my pc.

After doing a factory reset on my pc, I noticed my fps got inconsistent when playing games. I also saw my gpu usage was around 30%-60% which is not normal for my computer. My GPU usage would usually sit around 90% before the factory reset.CPU: Ryzen 5 5600xGPU: Rx 5600xtRAM: Corsair Vengeance 3200mhz 2x8
