Windows 10 Infinite boot-up

Last night, the power went out as my computer was on. It shut off, but then loaded into a screen that said:


”The operating system did not shutdown cleanly. Reconstructing Cache Metadata. Please do not interrupt this process.

I have been letting it sit for an few hours but nothing has happened at all. I tried running a diagnostic but F12 isn’t doing anything. I’m on Windows 10. What should I do?
