Windows 11 Install error - 0x80070103

For well over a year now this advisory (Hewlett-Packard - USB - 6/1/2018 12:00:00 AM - 46.2.2631.1815) appears when I click on Windows UPDATES.In small font below it is written: Install error - 0x80070103 It just sits there doing nothing. MS Updates come and go and come and go and above advisory sits there doing nada, marooned in space like a dead satellite.What is it? And how can I get rid of it?
