Windows 7 Intel Active Management Technology (COM 3; COM 9)

My system has something called Intel Active Management Technology which Windows disabled some time back because it reported a problem. I have tried updating the driver(s). Other than alerting me that the problem needs troubleshooting I don't see any effect on computer performance.
