Windows 11 Intel Turbo Boost Technology not working Windows 11

Hello, I recently upgraded to Windows 11. I have issues with Intel Turbo Technology, found that my computer felt very sluggish and noticed it was running at 800Mhz with power plans on Ultimate Performance. I reset bios to default, then enabled XMP profile and set CPU to run on max ratio.Jump back into Windows and quickly open CPU Z which shows 4.1 GHz only for a couple of seconds and then back to 3.0 Ghz and nothing will bring it back up again which tells me something in Windows is preventing Turbo mode. Temps are fine and CPU speed in bios says 4.1 GHz. Bios and chipset drivers all the latest
