Windows 10 Internet Choppy, But Not in Online Games

Hey everybody,My internet is constantly lagging and I feel like I've tried everything. I've got a good computer. It's always been like this since I moved here. It's the same when I connect my phone through wi-fi as well. My computer is connected through the wall with an ethernet cable. I live in an apartment complex and our speed is great 1 gbps/1 gbps.My ISP won't help me because I get 900+ mbit/s up and down on speed tests.Everything that has to with my internet is very choppy, it lags a lot. Sometimes it takes over 10 seconds to load google.com etc. Chat messages I send on Discord sometime
