Windows 10 Internet is not being shared via Mobile Hotspot to another PC

I have 2 PCs with OS windows 10. One has a connection to internet through Ethernet and the other does not. I have 2 Wifi-USB dongle devices. One of which is on Ethernet connected PC(PC1) and the other one on the other PC(PC2). When I share my internet through Mobile Hotspot on PC1, the PC2 connects but gives 'No Internet, secured' and show following properties:


SSID: Barrack

Protocol: Wi-Fi 4 (802.11n)

Security type: WPA2-Personal

Network band: 2.4 GHz

Network channel: 11

Note that there is no IPv4 address. Other devices connects to the PC1 fine like android and iPhones. I have tested both dongles they both connects to other devices fine, but between each other they are not connecting.
