Windows 11 Is creating custom windows legal?

Hey!Is it legal to create a custom Windows image (ISO) that removes certain apps/components from the original ISO from the Microsoft site, using tools such as NTLite? There are many custom os'es like XOS, AtlasOS, ReviOS (though the last two aren't ISOS but Playbooks), but I didn't see that they had any problems with Microsoft or the law. I wanted to create one myself, but I'm not sure I can release it to the public.Thanks for your answers!Devyy
