Windows 11 Is it normal in Windows 11 for there to be a delay starting apps when clicking on them immediately after closing another app?

I'm running Windows 11 on my laptop and notice that there is a 5 - 10 second delay after clicking on an app to the time it actually starts if I click the app immediately after shutting down another app. If I haven't just closed an app, then apps start almost right away. Is this normal?
