Windows 11 Is it safe to delete files in "Users/Public/Application Data/Temp/"?

I have a folder "Users/Public/Application Data/Temp/" that is taking up 68GB. It has several million ".ini" files in it. They are 3KB each. 1) Is is safe to delete them? 2) How do I delete them?; Ideally I'd like to keep a few of the more recent ones, but if I try to look in the folder, File Manager just spins forever due to the large number of files. I tried copying the entire folder to a flash, but it says it doesn't have enough space, even though it does.
