Windows 11 Is my computer still taken over by the virus even though I've reset all my credentials?

Hello. I am on my desktop that was previously hacked and taken over by an internet malware virus who demanded me paying him money in return for him to delete the virus. I reset all my passwords and reset my PC. I'd like to ask if that malware or an element of it is still in my PC? Also, when I reset my PC, I tried to enable Real Time Protection, but it gave me the error "Your IT Administrator has Limited Access". I am wondering if that's the hacker's doing, even after I revamped everything on this same PC. Or it requires a simple fix? Please help, Thank you.
