Windows 10 Is there a way to enable WinRE if my pc is on BSOD?

Hi, earlier today, I attempted to go back to windows 10. My pc went into BSOD. Recovering to previous windows, goes to blue screen and pivots back to this statement again. My WinRE is disable so there’s no way to go into safe mode to update or fix this issue. Is there anything else I can do?
